In the past the United States has had periods of time in which it has been extremely lenient to incoming immigrants making huge propaganda across seas on how great the U.S. was. In 1968 anyone who was an illegal immigrant was given amnesty if they had lived in the U.S. for more than a year. Other times they've wanted nothing to do with immigrants like during the Chinese exclusion act and now.
